inthewakeofglobalization,chinesgovernmentpressconferenceservesasabridgebetweenchinaandtheoutsideworld,soit’ssignificantforourcountrytoseizetheopportunitytoenhancemutualcommunicationandcooperationwiththeoutsideworld.thusit’simportantforspokespersonsinpressconferencestobewell-versedintactfulandpolitediplomaticlanguagewhichboostabetterunderstandingofchinaaswellasbuildagoodimageinternationally.byintroducingpragmatictheoriessuchascooperativeprinciple(cp)andpolitenesstheory(pp),theaforementionedpointscanbewellachieved.however,appliedusuallyinanalyzingpragmaticphenomenonindailycommunicationandliteraryworks,etc,seldomarethesetheoriesemployedtoanalyzegovernmentnewseventslikepressconferences.forexample,mccarthy(1987)appliedcptostudiesonwritingandthechinesepragmaticscholarhuzhuanglin(1980)utilizedcpinhisbookpragmaticsatatheoreticallevel.similarly,conversationsinthepressconferenceshavebeenstudiedmainlyintermsoflanguagevaguenessandinterpreter’sskills,etc.hardlyhavetheybeenanalyzedwithinthepragmaticframework.takegovernmentpressconference—history,functionandqandastrategy(政府记者招待会——历史、功能与问答策略)byprofessorzhaohongyanincommunicationuniversityofchinaforexample,itprobedprobedintochinesepressconferencemainlyfromajournalisticpointofview.althoughsomescholarshavestudiedcpbutmostoftheirstudiesareatthetheoreticallevel.besides,theirpurposeofresearchsometimesliesinthestudyofadditionalstrategiesinconsecutiveinterpretingfrominterdisciplinaryperspective,andmostoftheirarticlesareinchinese.actually,sincethequestioningandansweringexchangesinthegovernmentpressconferenceisjustlikethedailyconversationbetweenordinarypeople,thepressconferencecanalsobeinterpretedwithintheframeworkofpragmatictheories.

thispapergivesadetailedanalysisoftheconversationalimplicature(ci)inchinesegovernmentpressconferencesfromtheperspectivesofcpandpp.inordertoprovideacleartheoreticalframeworkforanalyzingtheci,thesetheoriesarecarefullyreviewedinthispaper.somerecentpressconferencesbyspokespersonssuchashonglei,huachunyingandlukangarechosentoconductcasestudieshelpinganalyzethefollowingquestions:1).inwhatcontextarethecpmaximsviolatedinthechinesegovernmentpressconferences?2).whatarethemaximsfloutedandhowaretheyflouted?3).whatisthemessagethatthespokespersonwantstoconveybymeansofviolatingcpinthechinesegovernmentpressconferences?

generallyspeaking,thispaperaimstoanalyzewhenandwhythemaximofcpisviolated,whichmaximisviolatedandhowitisviolatedandtheppisobserved.thus,itworksouttheciatthesametime.itprovidespragmaticframeworkandtheoreticalguidanceforthespokesmantochoosehislanguageinthepressconferenceandpavesawayforaprofoundunderstandingoftheabundantconversationscharacterizedbyciaswellaschina’sdiplomaticpolicyandposition.thispaperprovesthattheapplicationofpragmatictheoriestostudyingthegovernmentnewseventsisavailable.therefore,theresearchisofgreatsignificanceboththeoreticallyandpractically.itexpandstheapplicationofpragmaticsinanalyzingthegovernmentpressconferenceandenablesustogainmoreinsightintothedelicateinternationalrelationshipandvolatileworldaffairs.what’smore,becausetheinternationalrelationshipisrathercomplicatedandcapricious,problemsraisedbyjournalistsonthegovernmentpressconferencemaybeusuallytoughandsensitive.thatistosay,itisnecessaryforthespokespersontoemployappropriatediplomaticlanguagetoavoidmisunderstanding.thus,thiskindofresearchcangiveadvicetothespokesmeniftheywanttofacilitatecommunicationanddefensetheintereststheyrepresent.
