创新:①我们可以充分引入市场竞争机制，规范招标投标行为；②在实行计划中我们应该实行量价分离、风险分担，强化中标价的合理性；③我们还需要在投标时去完善评标及监督机制，以至于可以加强中标后工程建设中的监督管理。
