construction organization design is a subject to study the objective law of overall arrangement and system management of engineering construction in view of the complexity of engineering construction. it is the product of the former soviet economic system, in the 20th century 60 ~ 70 s, china is in the era of planned economy, the construction enterprises will only construction organization as a technical guidance. with the development of market economy, some functions of project management have been added to the construction organization. the design of construction organization has changed from pure technical documents to technical management documents. construction organization design is also constantly changing their role, with the project law in the country's large-scale promotion and the development of china's bidding work, construction organization design is not only a technical organization document. it not only guides the technical implementation of the project, but also makes a lot of articles in quality management, safety management, schedule management, seasonal management, project organization, project coordination and so on. in recent years, some contents about reducing cost and developing new technology have been added in construction organization design.
for large-scale projects, due to the complexity of project organization, technical and management difficulties, the need for overall coordination of the work is more, the owners often choose pmc contractor for project management contract. as pmc contractor, generally pay more attention to according to their own experience, with the means of system and organization operation, namely: the owner first commissioned an international engineering company with considerable strength to carry out a comprehensive management contract for the project; second, the project is divided into two stages, the first stage is called the definition stage, the second stage is called the implementation stage. in the project definition phase, pmc's task is to manage the early stage of the project on behalf of the owner, that is, to carry out multi-aspect program management ( program management ) of the project, for example, to effectively complete the preparatory work of the early stage of the project ( fel ); assist the owner to obtain project financing; manage the technology source, and integrate the technologies among the devices; manage the numerous contractors and suppliers involved in the project ( in particular, interface coordination and management ) to ensure consistency and interactivity between the various project contracts. the general contractor shall be responsible for the detailed design, procurement and construction during the execution phase, and pmc shall be responsible for the management coordination and supervision of all projects on behalf of the owner during this phase until the completion of the project. in both phases, pmc shall report the work to the owner in a timely manner, and the owner shall send a small number of personnel to supervise and inspect the work of pmc, so as to minimize the total cost during the whole life cycle of the project.
